Com esta frase de Alberto Dines, do Observat\u00f3rio da Imprensa, come\u00e7ou, na noite de ontem, a <\/span>Comunicar!, <\/span>2\u00aa Semana Acad\u00eamica de Jornalismo. O jornalista, atrav\u00e9s de um v\u00eddeo produzido exclusivamente para o evento, deixou o seu recado para os alunos e opinou sobre mudan\u00e7as necess\u00e1rias nas leis brasileiras de comunica\u00e7\u00e3o.<\/span>

O primeiro dia da Comunicar foi dedicado ao <\/span>Novo marco regulat\u00f3rio da Comunica\u00e7\u00e3o,<\/span> com a presen\u00e7a dos palestrantes professor Santiago Marino, da Universidade de Buenos Aires, e Daniel Fonseca, do Coletivo Intervozes, mediados pelo professor de radiojornalismo do curso Jo\u00e3o Malerba. <\/span>

Na abertura da mesa, o representante do Centro Acad\u00eamico de Comunica\u00e7\u00e3o Social (Caco), Igor Ferraz, destacou o empenho dos estudantes na organiza\u00e7\u00e3o do evento. \u201cA mobiliza\u00e7\u00e3o dos alunos foi incr\u00edvel. Desde a primeira reuni\u00e3o, que foi em quatro de julho, permanecemos aqui (na verdade um grupo de 11, 12 pessoas) para organizar, com muita alegria, esses cinco dias de discuss\u00f5es\u201d, afirmou. <\/span>

Antes de passar a palavra aos palestrantes, o mediador frisou a import\u00e2ncia deste debate, j\u00e1 que se completam 50 anos do primeiro marco regulat\u00f3rio da comunica\u00e7\u00e3o no Brasil. <\/span>

Santiago Marino colocou em pauta a nova lei de comunica\u00e7\u00e3o da argentina, reflexo de pol\u00edticas que incentivaram a concentra\u00e7\u00e3o do sistema. Segundo o professor, duas grandes empresas controlam o cen\u00e1rio midi\u00e1tico do pa\u00eds, a Clar\u00edn (detentora de 258 concess\u00f5es) e um grupo espanhol. Os dois juntos s\u00e3o respons\u00e1veis por 80% da TV a cabo, 50% das r\u00e1dios e 80% da internet.<\/span>

– Desde os anos 80, a Argentina possui muitas r\u00e1dios comunit\u00e1rias. Tal movimento cresceu fora da lei. Por\u00e9m, as r\u00e1dios n\u00e3o eram ilegais, mas sim as suas leis, porque elas n\u00e3o garantiam o direito humano \u00e0 comunica\u00e7\u00e3o, destacou Marino. <\/span>

A nova lei pro\u00edbe a propriedade cruzada entre TV a cabo e TV aberta, limita a 30% o capital estrangeiro e pro\u00edbe a transmiss\u00e3o em rede. Essa desconcentra\u00e7\u00e3o dos meios geraria novas obriga\u00e7\u00f5es de produ\u00e7\u00e3o nacional e pr\u00f3pria.<\/span>

Por sua vez, Daniel defendeu a ideia de realizar no Brasil algo semelhante ao que aconteceu no pa\u00eds vizinho. De acordo com ele, o caminho a ser percorrido deve ir contra o monop\u00f3lio existente e melhor distribui\u00e7\u00e3o do poder das empresas: \u201cn\u00e3o queremos que surja outra Rede Globo\u201d.  <\/span>

Al\u00e9m disso, destacou a baixa produ\u00e7\u00e3o regional como um grande problema. Reflexo disso \u00e9 a marginaliza\u00e7\u00e3o das r\u00e1dios comunit\u00e1rias e a falta de import\u00e2ncia atribu\u00edda a projetos que tentam alguma mudan\u00e7a: \u201choje, uma pessoa presa por ter uma r\u00e1dio comunit\u00e1ria tem a pena maior do que um condenado por c\u00e1rcere privado\u201d.<\/span>
